Introduction
Nestled in Victoria's Hepburn Shire, Jubilee Lake Holiday Park is a community destination known for its scenic lake, abundant wildlife, family-friendly atmosphere and holiday experiences. Operated as a not-for-profit cooperative, the park relies on a small team of employees and a dedicated network of volunteers who work together to maintain the park and support the local community.
For Board Chair Cheryl Macleod, helping oversee the park means balancing community expectations, operational responsibilities and workplace compliance, while ensuring the park remains a safe and welcoming place for visitors, staff and volunteers alike.
The Situation
As a not-for-profit organisation run by passionate board members rather than HR specialists, the team at Jubilee Lake Holiday Park needed confidence that they were meeting their workplace obligations and following the correct procedures when managing employees.
With around seven employees, numerous volunteers and a strong focus on workplace safety, particularly given the park's bushfire risks, lake environment and public access areas, the board wanted access to expert guidance whenever employment law or health and safety questions arose.
Whether updating employment contracts, reviewing job descriptions and KPIs, seeking advice on workforce matters or ensuring workplace compliance, the team wanted specialist support they could rely on when needed.
"It's just been helpful to have the service there whenever you've got questions and need some HR or WHS advice."
The Solution
To support the board in managing its workplace responsibilities, Jubilee Lake Holiday Park partnered with Peninsula.
With access to expert HR and health & safety guidance, the team could seek advice whenever questions arose and navigate workplace matters with confidence
Peninsula provided ongoing advice and support across a range of employment and workplace matters, helping the board make informed decisions and navigate compliance requirements with greater peace of mind.
More recently, Peninsula conducted a compliance review and workplace health & safety assessment, providing a practical gap analysis and action checklist that the team could use to strengthen their systems and prepare for future growth. The park also began using BrightHR and BrightSafe to centralise employee information, access workplace resources and support ongoing staff training, with the team planning to undertake safety and sexual harassment training.
"One thing I find most beneficial is that whenever a new employee starts, Peninsula sends me an email with everything I need to send to them. I simply update the person's name and send it on, which is really helpful."
What Happened Next
With expert support only a phone call away, Jubilee Lake Holiday Park now has greater confidence in managing its workforce and workplace obligations.
Cheryl can access guidance on employment matters, compliance requirements and health & safety responsibilities, helping reduce uncertainty and allowing the team to focus on what matters most: maintaining a safe and community-focused holiday park for visitors and locals to enjoy.
With ongoing support from Peninsula, the team is continuing to strengthen its workplace systems while investing time and resources into future improvements across the park, including new community initiatives, accessibility projects and environmental conservation efforts.
"I would recommend Peninsula. You're sort of like our very own HR and Health & Safety team whenever we've got questions. It takes the pressure off because we can call and get advice on things and know that we're doing the right thing."
